I have to say that their list is a bit flawed.  So here is my list in priority:

Air - Gas Mask
Shelter - Tent
Water - Filter
Food - Ration Bars
Medical - First Aid Kit
Security - Shotgun
Communication - Emergency Crank Radio/Light
